LISCR Mystery – US$123million was generated in Ellen’s Last Months in Office

US Attorney General report to Congress on the Administration of the Foreign Agents Registration Act of 1938, shows that between October 2016 and April 30, 2017, the Liberian government generated US$123million via its maritime program.

As at October 30, 2016 the Liberia Shipping and Corporate Registry collected US$79,486,869 (seventy nine million, four hundred and sixty-eight thousand, eight hundred and sixty nine United States dollars).

By end April 2017, FARA’s document states “LISCR collected taxes and fees with respect to Liberia’s maritime and corporate programs amounting to $43,640,404.00. There is no known evidence that this revenue inflow was captured in the country’s national budget.

US authorities were recording these transactions at a time when ex-President Ellen Johnson Sirleaf was making a case that the country was in a dismal financial position to the extent that her administration could not adequately finance the 2017 elections.

President George Weah told lawmakers in January that he inherited a collapsed economy and that his predecessor told him revenue declined by 13% at end 2017 compared to 2015 from a high of $555.1 million to a low of US$ 489.1 million.

“The state of the economy that my administration has inherited leaves a lot to be done and to be desired. This is plain for all to see for we are all affected by it,” he said.

“Our economy is broken. Our government is broke. Our currency is in free fall. Inflation is raising, unemployment is at an unprecedented high and our foreign reserves is at an all-time-low.”
